In order to obtain a permit to place or relocate a Factory Built Building (FBB) for commercial
use within the City of Phoenix, there are requirements from the State of Arizona and City of Phoenix.
STATE OF ARIZONA
The State of Arizona reviews Commercial FBB Plans for:
Building requirements
Foundation requirements
Utility connections directly to building
CITY OF PHOENIX
The City of Phoenix Development Services Department reviews commercial FBB plans for:
Zoning compliance, including setback requirements
On-site improvements, such as grading and drainage, landscaping
Driveways and parking
Off-site improvements
Other on-site construction (except foundations)
Accessibility compliance
In addition, a permit to move an oversized load must be obtained from the City
of Phoenix Police Department to transport the FBB.
THE CITY OF PHOENIX PROCESS
The applicant submits two (2) complete sets of plans to the City of Phoenix Development Services Department at 200 W. Washington, 2nd floor, for review.* Complete sets include site plan, floor plan, and utility plans. (Plan Details.)
When plans are complete and code compliant, the City of Phoenix will issue an on-site permit for placement of the FBB.
Applicant then submits plans to the State of Arizona Department of Building and Fire Safety, 99 E. Virginia Street, for review.** When the State of Arizona Department of Building and Fire Safety has approved the plans, they will issue a State of Arizona building permit.
Applicant takes copies of the State of Arizona and City of Phoenix permits to the City of Phoenix Police Department (620 W. Washington) to obtain a permit to move an oversized load. For more information, call 602-262-6099.
The FBB is moved on to the site and the applicant calls the State of Arizona Department of Building and Fire Safety at 602-255-4072 and the City of Phoenix Development Services Department at 602-262-6981 for inspections.
When inspections are complete and approved, both the State and the City will issue Certificates of Occupancy. In order to occupy a FBB, both City and State Certificates of Occupancy are required.

City of Phoenix Submittal Requirements
Two complete sets of plans are required to review commercial FBB plans. A complete set includes:
Site plan
Floor plan
Utility plans
Site Plan includes:
Size and shape of lot to scale
Locations of FBB and other buildings on property; Dimension all set-backs
Building Information (Occupancy, Construction type, etc.)
Parking (handicapped & regular)
Accessible routes
Accessible restroom locations
Onsite utilities
Fire hydrant locations and fire truck access
Floor Plan includes:
Use/function of all rooms identified
Location/size of doors, windows, restrooms
Utility plans include:
One line electrical drawing
Plumbing fixture analysis
Per the State Board of Technical Registration requirements, plans may be required to be sealed
by a State of Arizona licensed architect or engineer. Contact the Development Services
