PHOENIX ARTS AND CULTURE COMMISSION

 

I nominate the following appointees:

 

Joanna De Shay

Ms. De Shay is the Community Development Manager for APS and is recommended by Councilman Johnson.  She replaces Hans Klose whose term expired. Ms. De Shay will complete her first term to expire October 1, 2011.

 

Peggy Jordan

Ms. Jordan is the Associate Director and Youth Preparation for Arizona State University.  She replaces Stan Levine who resigned and will complete her first term to expire September 30, 2011.

 

I nominate the following reappointments:

 

Lynn Bowers

Ms. Bowers is a Vice President at Wells Fargo and resides outside the city.  She completed a first term and is recommended to serve a second term to expire September 30, 2011.

 

Gary Egan

Mr. Egan is the Deputy Director of Finance and Administration at the Phoenix Art Museum and resides in District 3.  He completed his first term and is recommended to serve a second term to expire September 30, 2011.

 

Susan Shaffer-Nahmias

Ms. Shaffer-Nahmias is a Planner at Interpretive Planning-Instructional Design and resides in District 6.  She completed her first term and is recommended to serve a second term to expire September 30, 2011.

 

CITY TOURISM AND HOSPITALITY BOARD

I nominate the following reappointments:

 

Jay Anderkin

Mr. Anderkin is General Manager of the Hilton Suites Phoenix, located in District 4, and is recommended by Councilman Tom Simplot.  He completed a partial term and will serve his first full term to expire September 30, 2010.

 

Murray Burnett

Mr. Burnett is the General Manager of the Hyatt Regency Phoenix, located in District 8, and is recommended by Councilman Michael Johnson.  He completed his first term and will serve a second term to expire September 30, 2010.

 

Debbie Johnson

Ms. Johnson is the President and CEO of the Valley Hotel & Resort Association.  She completed her second term and will serve a third term to expire September 30, 2011.

 

CITIZEN’S TRANSIT COMMISSION

I nominate the following new appointees:

 

Yvonne Hunter

Ms. Hunter is the Senior Public Affairs Representative for Pinnacle West Capital Corporation and is replacing Linda Pastori representing District 6 who resigned. Ms. Hunter will serve a partial term to expire June 30, 2010.  Ms. Hunter is recommended by Councilman Greg Stanton.

 

RIO VISTA VILLAGE PLANNING COMMITTEE

I nominate the following new appointee:

 

Off. Will Holton

Officer Holton is a Phoenix Police officer and is recommended by Councilwoman Thelda Williams.  He resides in District 3 and will replace Dean Howard who resigned.  Officer Holton will complete a partial term to expire November 19, 2009.

PROPOSED 7TH AVENUE AND DOVE VALLEY ROAD ANNEXATION

 

 

This report recommends the approval of the proposed annexation of 201.95 acres located at the northeast corner of Dove Valley Road and 7th Avenue.

 

THE REQUEST:

 

 

This proposed annexation area is a portion of the area generally bounded by the Paint Your Wagon Trail alignment on the north, Deer Valley Road alignment on the south, 5th Street alignment on the east, and 7th Avenue alignment on the west.  The city of Phoenix Parks and Recreation Department is requesting this annexation to add the land to the Mountain Preserve Area.

RECOMMENDATION:

 

The city has acquired this property with the intent of adding it to the Mountain Preserve.  The acquisition and preservation of land is consistent with General Plan Open Space Element Goal 1, Policy 10 which supports the acquisition of natural open spaces.  This annexation is recommended for approval.

FOREIGN-TRADE ZONE APPLICATION FOR ARIZONA FUELING FACILITIES CORPORATION

 

 

This report provides back-up information for the October 1, 2008 Formal City Council agenda item requesting authorization for the City Manager, or his designee, to submit a Major Boundary Modification application to the Foreign-Trade Zones (FTZ) Board of the U.S. Department of Commerce.  Terms of a proposed Operating Agreement will be presented to the City Council for consideration after the FTZ Board approves the FTZ application.

 

THE ISSUE

 

Arizona Fueling Facilities Corporation (AFFC) is a consortium of 15 airlines that operate and maintain the jet fuel storage and distribution facilities that service Phoenix Sky Harbor International Airport (PSHIA).

 

AFFC is seeking FTZ status for the following:

1)     The jet fuel storage terminal owned by AFFC at Phoenix Sky Harbor International Airport;

2)     The jet fuel storage terminal owned by AFFC at 5501 West Van Buren Street;

3)     A subsurface dedicated jet fuel pipeline in Phoenix owned by AFFC that connects the off-airport and airport terminals;

4)     The subsurface transmission and hydrant pipelines at PSHIA that run from the airport terminal to the aircraft parking positions at the passenger concourse gates, to a truck loading facility and to two inactive areas.

 

OTHER INFORMATION

 

AFFC currently maintains a customs bonded tank at the off-airport terminal for the receipt and storage of jet fuel under customs bond.  Regulations require that bonded fuel be segregated and not commingled with domestic fuel, which creates operational inefficiencies and constraints that would eventually require the construction of additional storage tanks at significant costs.  The Foreign-Trade Zone Act permits commingling of merchandise in foreign and domestic status, provided appropriate records are maintained.  AFFC seeks FTZ status so that it may commingle foreign and domestic status jet fuel in its tanks and avoid the need to segregate fuel by type.  Foreign-Trade Zone status for the airport fuel system would facilitate operations and avoid the need to construct additional tanks.  AFFC would continue to manage, operate and maintain the facilities within the proposed zone expansion site.  The City will incur no additional costs associated with AFFC’s application.

 

FTZ status will provide some relief from the rising costs of jet fuel and will ensure that duty-free foreign status jet fuel will continue to be available and, thereby, encourage the airlines to offer additional direct and indirect international flights through Phoenix.  This, in turn, will help bring travelers to the Phoenix area whose expenditures contribute to the local economy.  Foreign-Trade Zone status has been granted to the airport fueling systems at numerous airports in the United States including:  Boston, Atlanta, Detroit, Minneapolis, Louisville, Tampa, Orlando, Anchorage, and Honolulu.

 

RECOMMENDATION

 

Staff recommends approval of this item on the October 1, 2008 Formal City Council agenda.  This item was approved by the Downtown, Economy and Aviation Subcommittee at its September 3, 2008 meeting.
