PROPOSED 67TH AVENUE AND BASELINE ROAD NW ANNEXATION

 

 

This report recommends the approval of the proposed annexation of 9.254 acres located at the northwest corner of 67th Avenue and Baseline Road.

 

THE REQUEST:

 

 

This proposed annexation area is a portion of the area encompassed by 67th Avenue on the east, 71st Avenue on the west, Baseline Road on the south and Vineyard Road on the north. The applicant has also filed rezoning application Z-52-08-7 requesting C-2 zoning on the site. The proposed commercial uses include a bank, restaurants, child care services, coffee shops, retail stores, beauty services, small-scale family entertainment, and other commercial service uses to serve the surrounding community. The requested annexation will allow the applicant to rezone the property to C-2. The applicant must obtain City Council approval of their rezoning request in order to operate the proposed commercial uses. The annexation analysis was based on the proposed commercial uses as provided by the applicant. The applicant is annexing to obtain City services.

The city of Phoenix will control rezoning requests in this area to ensure conformance with the General Plan Land Use Map. The city of Phoenix will capture property tax, utility tax, state shared revenue, and impact fees.

If annexed later, this site would have been developed under County zoning and development standards that may not be consistent with the General Plan, Land Use Map, zoning, and development standards.

 

 

RECOMMENDATION:

 

Located next to adjacent county lands, this annexation is supported by the General Plan, particularly the Land Use Element, Goal 10, Policy 2. This annexation is recommended for approval.
