 27th Avenue Facility

Facility Locations and Hours

The Solid Waste Disposal Division operates two Solid Waste Management Facilities. The North Gateway Transfer Station and Materials Recovery Facility, 30205 North Black Canyon Highway, and the 27th Avenue Solid Waste Management Facility, 3060 S. 27th Ave., just south of Lower Buckeye Road on 27th Avenue.

  • Weekdays 5:30 a.m. to 5 p.m.
  • WINTER WEEKEND AND HOLIDAY HOURS:
    Through May 2, 2008, winter weekend and holiday (Veteran's Day, Day after Thanksgiving, Day before Christmas, Martin Luther King Day, President's Day, Cesar Chavez Day) hours are 8:00 am to 4:00 pm at the North Gateway Transfer Station and Materials Recovery Facility.
  • SUMMER WEEKEND AND HOLIDAY HOURS:
    The weekend and holiday summer hours for the North Gateway Transfer Station and Materials Recovery Facility are 6 a.m. to 2 p.m. from May 3 through October 3, 2008. The North Gateway Facility is open both Saturday and Sunday. Summer holidays include (Memorial Day, Independence Day, and Labor Day).
  • The North Gateway Transfer Station and Mterials Recovery Facility is closed on Thanksgiving Day, Christmas Day, and New Year's Day.

    Facility User Fees

     Self Haul

    All fees must be paid in cash or through a previously approved commercial account.

    Residential Rates

    For vehicles with a gross weight (vehicle plus load) of 12,500 lbs. or less and properly covered:

    • City residential loads - $20 per load and free on weekends
    • City residents may also obtain one free load per month on weekdays by presenting their most recent City of Phoenix municipal services (water) bill - in good standing and dated within 60 days - and a drivers license.

    Commercial Rates

    For vehicles with a gross weight (vehicle plus load) over 12,500 lbs. and properly covered:

    • 27th Avenue Solid Waste Management Facility - $36.25 per ton
    • North Gateway Transfer Station - $36.25 per ton

    For vehicles with a gross weight (vehicles plus load) of 12,500 lbs. or less and properly covered:

    • Commercial loads equal to or less than 12,500 lbs. and properly covered - $20 per load.

    Uncovered Load Fees

    All loads not properly covered or secured from the point of origin are subject to the following uncovered load fees:

    • Residential and small commercial load (less than 12,500 lbs. gross) - $10 per load.
    • Commercial loads (greater than 12,500 lbs. gross) - $20 per load

    Commercial Permit and Special Handling Fees

    • A $5 landfill user permit fee is required by all commercial haulers. The application may be obtained at either facility scale house or any facility inspector. Call 602-262-7251 for more information.

    Facility User Requirements

     27th Avenue Scale House

    • Obey all traffic signs.
    • Obey all directions and instructions given by facility personnel (i.e. spotters, inspectors, and clerks).
    • Alcoholic beverages are not allowed in any City disposal facility.
    • No firearms are allowed in any City disposal facility.
    • No smoking is allowed.
    • Children and pets must remain in vehicles at all times.
    • Facility users must be dressed in proper attire for safety reasons (e.g. closed toe shoes only, no swimsuits, gloves and long sleeves suggested).
    • Facility personnel have the right to inspect any load.

    These rules have been instituted to keep the City’s disposal facilities safe and efficient for our customers and employees. Violations of these rules may lead to permanent revocation of facility use privileges per City Code Chapter 27-43 (a-j).

    User Tips

    Try these suggestions to help us better serve you on your next visit to the City's disposal facilities:

    • Avoid extremely busy times if possible – avoid the last hour of the day (4 - 5 p.m.) during the week and the first hour of the day (8 - 9 a.m.) on weekends. Wednesday is typically the lightest traffic day of the week.
    • Do not uncover your load before entering the facility. Staff has no way of determining if your load was covered in route if you uncover before getting to the scale house and you may be charged an uncovered load fee.
    • Bring a broom with you to clean out your vehicle before leaving the facility.
    • If you have a load that is going to take a significant amount of time to unload, try to come in early enough to unload by closing time.
    • Separate recyclables from the rest of the load to make it easier to off load in the designated recycling areas.

    Unacceptable and Conditionally Acceptable Wastes

    The following is a list of several wastes that are unacceptable or conditionally acceptable at the City’s disposal facilities. This list is provided only as a guide to help our customers and should not be considered complete or exclusive of any other wastes that might be regulated or unacceptable for some other reason. Questions regarding the acceptability of a particular waste should be directed to a Disposal Division representative at 602-256-3307 or send an email to: pwserve@phoenix.gov

    Prohibited Wastes

    • Regulated Hazardous Waste (for household hazardous waste, visit our H.H.W. collection page)
    • Polychlorinated Biphenols (PCBs) or wastes mixed with PCBs
    • Radioactive Wastes
    • Infectious Wastes
    • Commercial Quantities of Liquid Wastes
    • Special Waste as defined under Arizona Revised Statutes

    Contact the Arizona Department of Environmental Quality (ADEQ) at 602-207-2300 for information on any of the above-prohibited wastes, or look in the telephone directory under "Environmental and Ecological Services" or "Waste Disposal – Hazardous."

    Conditionally Acceptable Wastes

    • No Friable Asbestos Containing Wastes are accepted, however, non-friable asbestos containing wastes may, under some circumstances, be acceptable but prior approval must be obtained, call 602-256-3307.
    • Industrial wastes and off spec., outdated, and/or contaminated commercial products, to ensure regulatory compliance, must receive prior approval for disposal, call 602-256-3307.
    • Containers of five gallons or larger must be open, empty or contain less than one inch of dried non-hazardous residue, and be rendered unusable.
    • Refrigerators and CFC (Freon) containing appliances are acceptable from commercial sources only if the CFCs have been removed in accordance with EPA regulations and documentation of that removal is provided. City residents may bring in one CFC-containing appliance but must declare its presence when entering the facility.
    • City residents may bring in five tires per year. No tires are accepted from commercial sources.
    • Dead animals and animal parts will not be accepted without prior approval and proper handling.
    • Bulk propane and Freon containers must have valves removed to be acceptable for disposal.

    Disposal Facility Recycling Services

     Mulching activities

    The Disposal Division provides an opportunity for our customers to participate in recycling activities in several ways. Drop-off bins are provided at both facilities for City of Phoenix residents to leave commingled recyclables at no charge. The North Gateway Transfer Station/Materials Recovery Facility as well as the 27th Avenue Solid Waste Management Facility also accept used oil from City of Phoenix residents in amounts of five gallons or less. Both facilities also accept lead acid batteries for recycling and maintain a collection area for scrap metal. Other materials presently being recycled include carpet padding, foam rubber, and mattresses at the North Gateway Transfer Station and Materials Recovery Facility. The 27th Avenue Solid Waste Management Facility operates a substantial green waste diversion program and the division has long supported a commercial fee structure that promotes recycling of commercial loads.     To assist recycling efforts, Phoenix residents and small commercial haulers should sort their loads so that recyclables are separated from non-recyclable materials. Recyclables can then be placed in the designated areas provided at both facilities.

    Disposal Division Description

    Responsibilities

     Methane Burn

    The Solid Waste Disposal Management Division is responsible for the operation of the City's Disposal Facilities. Staff monitors and maintains environmental systems at open and closed landfills; operates waste stream minimization programs; and plans, designs and monitors environmental remedial actions. Staff is responsible for planning, designing, and constructing solid waste disposal facilities, channelizing landfills, and related solid waste projects. The division's long-range plan is designed to meet growing solid waste disposal requirements and to address concerns about the effects of solid waste disposal on the environment.

    Engineering

     Landfill Liner

    Staff provides direct engineering and technical assistance in the day-to-day disposal operations at the active city landfill, the North Gateway Transfer Station and Materials Recovery Facility as well as the 27th Avenue Solid Waste Management Facility; plans and coordinates solid waste disposal bond-funded projects in conjunction with the City's Engineering and Architectural Services Department and consulting firms; and provides overall management of active and closed landfill sites to make sure they are in compliance with state and federal regulations.

    Disposal and Recycling Operations

    Staff is responsible for the disposal of approximately 4,000 tons of refuse delivered each day to the City's disposal facilities.

     Trailer Dump

    Until it closed in 1995, the 27th Avenue Landfill, at 27th Avenue and Lower Buckeye Road, was operated jointly by the City of Phoenix and Waste Management, Inc. in a public/private partnership and served the central and southern areas of Phoenix. Now, the 27th Avenue Solid Waste Management Facility accepts 60 percent of the City's annual tonnage or approximately 2,800 tons per day, six days per week. It serves as a transfer station for the movement of solid waste from residential collection vehicles to semi-trailers that haul refuse to the SR85 Landfill. The complex also provides for one of the City’s materials recovery facilities (the MRF is overseen by Solid Waste Contracts and Education Recycling), self-haul drop-off area, mulching of vegetation and public education programs.

    The North Gateway Transfer Station and Materials Recovery Facility, located east of Interstate 17, on the east frontage road and four (4) miles north of Happy Valley Road, currently serves the northern portions of Phoenix. This newer facility is anticipated to accept approximately 1,600 tons of solid waste per day, seven days per week. A recyclable materials recovery facility is also housed at the North Gateway Transfer Station and Materials Recovery Facility

    Landfill Inspections

    Site inspections of open and closed landfills are conducted routinely by landfill inspectors. The inspectors monitor and record methane levels, check the landfill cover for integrity and proper drainage, maintain litter control, and monitor incoming loads for illegal and hazardous waste.

    Current Division Events and Announcements

    Green waste project

    Western Organics, Inc., a local company with a proven record for both processing and marketing mulch, is working in association with the City of Phoenix to develop and operate a grinding and processing wood and green waste operation on 20 acres of city-owned land at the Solid Waste Management Facility (east of 35th Avenue/south of Lower Buckeye). Western Organics will receive, grind, screen and market the green waste (excluding palm fronds). The benefits to the City of this operation include diverting this material from the waste stream, and reducing costs associated with hauling.     Composters

    Residents can dispose of their yard wastes by using a composter or mulcher. When available, City of Phoenix composters and yard carts (constructed from damaged garbage cans) may be purchased at either the North Gateway Transfer Station and Materials Recovery Facility or the 27th Avenue Solid Waste Management Facility for $5.     27th Avenue Solid Waste Management Facility Art Project

    The public art project is on display at the 27th Avenue Solid Waste Management Facility. The Helix (Art 1 below), is the work of Selena Littler and remains on display near the atrium of the administration complex. Work is in progress to perhaps have a changing photo exhibit by Stephen Farley(Art 4 below), to be on display near the Solid Waste Education Room.
