Substantial Amendment To 2008 Annual Action Plan The City of Phoenix will receive $39.4 million in Neighborhood Stabilization Program Funds (NSP) resulting from the Housing and Economic Recovery Act of 2008 (HERA). The funding will be used to implement a Neighborhood Stabilization Program to address abandoned and foreclosed properties through acquisition, rehabilitation, demolition, redevelopment and financial incentives.
