Zoning Fee Schedule

The Zoning Fee Schedule is administered by the Phoenix Planning Department. This fee schedule has been formatted to reflect three categories - Rezoning, Zoning Adjustments, and Miscellaneous Fees. A downloadable (158 KB, PDF1) version of this page is also available.

  • REZONING FEES are fees pertaining to the zoning of individual property. If an applicant wishes to change the zoning of their property, they will be charged the appropriate fee as outlined in the fee schedule. Such fees are based on the type of zoning being requested and the acreage of the property to be rezoned. All applicants are advised to discuss any rezoning charges with appropriate Planning staff before filing an application for rezoning.
  • ZONING ADJUSTMENT FEES outline fees that request action by the Zoning Administrator. This includes variances, use permits and other related actions. All applicants are advised to discuss any zoning adjustment changes with appropriate Planning staff before filing an application for zoning adjustment.
  • MISCELLANEOUS ZONING FEES outline all remaining zoning fees that do not fall within the two previous categories. This includes text amendments, zoning certification letters, specific general plan amendments, and promotional event permits.
REZONING FEES
1. Advertising    
    Re-advertising in paper of general circulation as a result of amendment or referral.   $280 per application
2. Amendments    
    Amendment to application during processing (plus 4, below - where increase in acreage or alternative districts increase fee).   $135
3. Appeals    
    Appeals to Planning Commission and City Council on behalf of applicant.   $450
4. Application Fees - Rezoning    
    The fees for an application for rezoning to more than one zoning classification shall be the totals of the separate fees for each zoning classification.
    a. RE-35, R1-18, R1-10, R1-8, R1-6, S1, MUA.   $1,080 + $95/acre or portion thereof.
    b. R-2, R-3, R-3A, P-1.   $1,895 + $150/acre or portion thereof.
    c. R-4, R-4A, R-5, UR, P-2, S-2, R-0.   $2,200 + $230/acre (0-20 acres) + $95/acre for remaining site over 20 acres.
    d. Resort District, C-0, C-1, C-2, C-3, PSC, RSC, Commerce Park, A-1, A-2.   $2,790 + $295/acre (0-40 acres) + $150/acre (40-100 acres) + $49/acre for remaining site over 100 acres.
   
(1) Removal of special permit.   $625
   
(2) Request to waive the height and density provisions of commercial districts.   If part of the original zoning request, no additional fee. If a seperate request, 30% of the underlying zoning fee.
    e. H-R, H-R1, MR.   $6,150 + $590/acre or portion thereof.
   
(1) Request to reduce parking requirements.   If part of the original zoning request, no additional fee. If a seperate request, 30% of the H-R, H-R1, or MR filing fee applicable to the property.
   
(2) Request to exceed the applicable.   If part of the original zoning request, no height limit additional fee. If a seperate request, 30% of the H-R or H-R1filing fee applicable to the property.
    f. PC (Planned Community) District.   $4,685 + $49/acre or portion thereof over 40 acres.
   
(1) Amendment to an approved PC District for 15 acres or less for a residential district.   $3,330
   
(2) Amendment to an approved PC District for more than 15 acres for a non-residential use or multiple locations of any uses .   $7,460
   
(3) Administrative amendment to an approved.   $1,260 + $625 for each 20 acres or portion PC District thereof over the first 20 acres.
    g. Special Permits.    
   
(1) Special permits for group homes, specialized treatment facilities, recovery homes, nursery schools, and religious retreat facilities.   $1,080 + $95/acre or portion thereof.
   
(2) All other uses not addressed in.   $2,790 + $295/acre (0-40 acres) + $150/acre subsection (1) above (40-100 acres) + $49/acre (100+ acres).
   
(3) Removal of special permit.   $625
5. Continuances    
    Continuance of application at applicant's request. Failure to pay the required fee within seven (7) days of Planning Commission or Zoning Hearing Officer action on the continuance shall result in the withdrawal of the application.   $590
6. Planning Hearing Officer    
    a. Request for modification or waiver of one or two stipulations or requests for extensions of time (initial fee).   $770
    b. Request for three or more modifications and/or waivers.   $1,230
    c. Appeals to Planning Commission or City Council.   $510 per appeal
    d. Planning Hearing Officer continuance at applicant's request.   $590
7. Referrals    
    Applicant referred back to Planning Commission from City Council, plus additional area, if amended.   1/2 original fee
8. Waivers    
    Request for waiver of uses not permitted within corporate limits, except facilities which treat, store, or dispose of hazardous waste.   $3,480
    Facilities which treat, store, or dispose of hazardous waste.   An initial fee of $58,000
   
If the reasonable cost of processing the application is less than $58,000, the difference between the reasonable cost and $58,000 shall be refunded to applicant. If the reasonable cost of processing the application is greater than $58,000, the applicant shall be billed for the difference and such difference shall be paid in full no less than 30 days before the City Council hearing on waiver application.

If the project falls within two different categories, staff may require the higher fee or average the two fee categories based on the overall impact of the project.
    (3) Mailing Costs   All applicable mailing costs shall be paid by the applicant.
5. Zoning Verification (written)   $215
6. Private Accessway Dedication Review Fee   $1,665
  • The fee for an application for rezoning to more than one zoning classification shall be the total of the separate fees for each zoning classifications.
  • For the purpose of this ordinance, the first site plan filed with the City for a site which was developed prior to annexation shall be considered an amendment in a previously approved site plan.
  • No filing fee shall be required for an application made by the Commission or by and for the direct use of any governmental jurisdiction organized under the laws of the State of Arizona or the laws of the United States. This exception shall not apply to a nongovernmental lessee of governmentally owned land.
  • Fees may be waived by the City Council to avoid duplication of charges on successive applications or undue hardship.

NO PART OF ANY FEE SHALL BE REFUNDABLE AFTER AN APPLICATION IS FILED AND SUCH FEE PAID, EXCEPT UPON PETITION BY THE APPLICANT AND APPROVED BY THE PLANNING DIRECTOR IN ACCORDANCE WITH THE DEPARTMENT REFUND POLICIES.
