NORTH MOUNTAIN VILLAGE PLANNING COMMITTEE
Pursuant to A.R.S. Section 38-431.02, notice is hereby given to the members of the north mountain VILLAGE PLANNING COMMITTEE and to the general public, that the north mountain VILLAGE PLANNING COMMITTEE will hold a meeting open to the public on October 15, 2008 at 6:00 p.m. located in the Cowden Center (John C. Lincoln Medical Center Campus), at 9202 N. 2nd Street, Phoenix, Arizona
Note:
1. Agenda items may be taken out of order.
2. Members should disclose a conflict of interest prior to discussion of the item.
3. Anyone wishing to address an item should complete a speaker card, in addition:
A. Those wishing to address an item that may be voted on should signify their support or opposition on the speaker card.
B. The speaker card should be submitted to the Village Secretary prior to discussion of the item.
4. Due to the time required for the number of items, the following time limits are recommended so that the Committee may give all the items the same level of attention:
A. Staff report and recommendation
B. Applicant - 15 minutes
C. Other interested parties - 2 minutes
D. Applicant response - 5 minutes
E. Committee discussion - as needed
The agenda for the meeting is as follows:
1.
Call to Order.
2.
Review and approval of the September 17, 2008 meeting minutes.
3.
Announcements and public comments. (NOT FOR DISCUSSION)
4.
Presentation on sustainability as presented by ASU Stardust Center guest lecturer Teresa Brice. Discussion by the village committee on what the sustainability concepts mean to the future of the North Mountain Village.
5.
GPA-NM-1-08-5: Presentation, discussion and possible recommendation regarding a request to amend the General Plan map for the northeast corner of 23rd Avenue and Northern Avenue from Parks/Open Space Public to Residential 10-15 (dwellings per acre) and Commercial.
The Planning Commission will consider this request on November 12, 2008 hearing.

Z-50-08-5: Presentation, discussion and possible recommendation regarding a request to rezone the northeast corner of 23rd Avenue & Northern Avenue from S-1 (Ranch/Farm Residence) to R-3A (Multi-family Residential) (43.89 acres) and C-2 (Intermediate Commercial) (16.89 acres)
The Planning Commission will consider this request on November 12, 2008.

Z-59-08-3: Presentation, discussion and possible recommendation regarding a request to rezone the northeast corner of 19th Avenue and Cactus Road from R1-10 (Single Family Residential) and C-2 (Intermediate Commercial) to C-2 (Intermediate Commercial) with height and density waivers (9.32 acres) for an assisted living and independent living facility; and from R1-10 to R1-10 with a hillside density waiver (29.22 acres).
The Planning Commission will consider this request at its November 12, 2008 hearing.
8.
GPA-2-08: Presentation, discussion and possible recommendation regarding a request to amend the General Plan to rename the Natural Resources Conservation Element to Natural Resources Conservation and Energy Element and add Goals, Policies and recommendations to address the conservation of energy and the greater use of renewable energy resources.
The Planning Commission will consider this request at its November 12, 2008 hearing.

Z-TA-6-08: Presentation, discussion and possible recommendation on text amendment request to amend Chapter 7 Section 702 (Off-street Loading) of the Zoning Ordinance to address new off-street loading standards for high-rise and multi-family developments.
The Planning Commission will consider this request at its November 12, 2008 hearing.
10.
Z-TA-14-08: Presentation, discussion and possible recommendation on text amendment request to amend Sections 622, 623, 627, 642, 647, and 659 of the Zoning Ordinance to allow massage therapy as a primary use in the C-1 Zoning District and delete existing accessory use references in various zoning districts and the special permit requirement.
The Planning Commission will consider this request at its October 22, 2008 hearing.
11.
Z-TA-12-08: Presentation, discussion and possible recommendation on text amendment request to Amend Sections 202, 622 and 623 of the Zoning Ordinance to define Pet Grooming, Pet Day Care and Pet Care Facilities. To allow as a primary use in C-1 Zoning District, Pet Day Care, Pet Care Facility and Pet Grooming. To delete Pet Care Facility from the permitted use list in the C-2 Zoning District.
The Planning Commission will consider this request at its October 22, 2008 hearing.
