Water Resources Acquisition Fee Update The Phoenix City Council approved a plan to update the Water Resources Acquisition Fee Ordinance (Chapter 30 of the City Code) to reflect revised projections associated with the acquisition and deployment of new water supplies. The primary components of the plan are as follows:
- Phase-in fee increases over a 3 year period.
-- 33 percent of the total increase will be effective on January 1, 2010.
-- 66 percent of the total increase will be effective on January 1, 2011
-- 100 percent of the total increase will be effective on January 1, 2012
- Combine the North and South of Jomax Road water service areas to create a single Off-Project service area.
- Combine the Mobile Home and multifamily customer categories.
- Implement annual increases based on construction cost inflation as reflected in the Engineering News Record 20 City Construction Cost Index.
Fee increases for various types of water meters are included in the Fee Increase Phase-In Schedule.
Changes to Chapter 30 of the Phoenix City Code include revisions to Section 30-3 (Definitions), Section 30-4 (Calculation of the water resources acquisition fee), Section 30-5 (Calculation of offsets), Section 30-6 (new – Automatic Adjustments), and Section 30-11 (Appeals).
The three documents that form the basis of the WRAF increases are: Water Resources Acquisition Fee Update –Phase 1 Technical and Cost Data; Water Resources Acquisition Fee Update – Phase 2 Fee Determination and Assessment; and Water Resources Acquisition Fee Update – Infrastructure Improvements Plan.
