Request to hold a public hearing and approve the text amendment changes for the following item by adopting the Planning Commission's recommendation and related ordinance.

Amend Sections 202, 622, and 623 of the Zoning Ordinance to define Pet Grooming, Pet Day Care, and Pet Care Facilities. To allow as a primary use in C-1 Zoning District, Pet Day Care, Pet Care Facility, and Pet Grooming. To delete Pet Care Facility from the permitted use list in the C-2 Zoning District.

pet Care Facility:
A facility designed for the indoor temporary housing and non-veterinary care of domestic pets including dogs, cats, and other animals of a similar size and nature. The pet care facility shall include individual rooming units and may also include quarters for caretakers, on-site grooming, training, and supervised recreational activities for the pets.A lot or building in which household pets are kept regularly and for overnight or extended periods of time for the benefit of persons who do not reside on the premises. Facilities may provide shelter, feeding, grooming, and retail sales. This shall not include breeding or raising of household pets or animals.
Pet Day Care Facility: An establishment in which household pets are kept for a limited time for the benefit of persons who do not reside on the premises. Facilities may provide shelter, feeding, grooming, and retail sales. This shall not include breeding or raising of household pets or animals.
Pet Grooming: An establishment providing services for household pets that may include bathing, grooming, and clipping.

The average noise level, measured at the property line, shall not exceed fifty-five db (one ldn) when measured on an "A weighted" sound level meter and according to the procedures of the environmental protection agency.

b.

Animals must be accompanied by a facility employee or pet owner at all times when outside the building. All walks and exercise periods must take place on facility grounds.
d.
When located adjacent to a residential district, every building and every outdoor animal exercise run shall be set back at least one hundred feet from any lot line abutting such residential district.
e.
A solid masonry wall or fence seven feet in height shall be constructed along the perimeter of all outdoor runs unless otherwise restricted in this ordinance.
f.
Solid waste shall be removed from outdoor exercise areas every five hours at a minimum during time periods when these areas are in use.
g.
