WEST PHOENIX STREETSCAPE UPDATE

 

 

 

This report provides an update on the West Phoenix Streetscape Retrofit Program.

 

THE ISSUE

 

The 2006 Bond Program includes approximately $1.2 million in fiscal year 2008/09 for street landscaping projects.  In January 2008, the West Phoenix Revitalization Community Advisory Board appointed a five-member Landscape Subcommittee to explore options for landscaping treatments in West Phoenix.  Staff from the City Manager’s Office, Street Transportation, Neighborhood Services, Planning, Parks and Recreation, and Arts and Culture have meet with the subcommittee and have discussed issues related to the installation and maintenance of landscaping and artistic enhancements.

 

OTHER INFORMATION

 

At the April 17, 2008, West Phoenix Revitalization Community Advisory Board meeting, the Landscape Subcommittee and City staff presented information about opportunities and constraints for streetscape projects.  Areas that provide opportunities for landscaping include median islands, back-of-wall treatments, frontage road islands, and offset sidewalk planters.  There are also bus stop areas that could be enhanced with landscape or artistic treatments.  The future maintenance of any landscape or art work must be a part of the planning process.

 

The Board voted to concentrate planning and design on 67th Avenue from McDowell to Camelback Roads.  The first step will be to meet with stakeholders in the area to develop consensus for the project.  The tentative timeline for the 67th Avenue Streetscape Project is:

 

·        Community Outreach:  Summer 2008

·        Design:  Fall 2008

·        Construction Start:  Spring 2009

·        Construction Completion:  Summer 2009

 

The Board also voted to pursue landscaping options for three median planters on 72nd Avenue, south of Camelback Road; however, these planters are not on an arterial street, so maintenance may be an issue.  Maintenance issues must be resolved before design for these planters begins.

 

RECOMMENDATION

 

Staff requests City Council approval of the West Phoenix Revitalization Community Advisory Board's recommendation to allocate approximately $1.2 million in 2008-09 West Phoenix Streetscape Bond funds to a project on 67th Avenue between McDowell Road and Camelback Road, and median island refurbishment on 72nd Avenue south of Camelback Road.  The Transportation and Infrastructure Subcommittee reviewed and approved this item at its June 5, 2008 meeting.

WILLO NEIGHBORHOOD STREETSCAPE IMPROVEMENTS - EDGEMONT AVENUE AT 3RD AND 5TH AVENUES

 

 

This report requests City Council approval of the neighborhood petition results from the Willo Neighborhood for the Edgemont Avenue at 3rd and 5th Avenues Streetscape Plan.

 

THE ISSUE

 

The Willo Neighborhood Association has developed a plan for neighborhood-funded streetscapes at the intersections of Edgemont Avenue and 3rd Avenue, Edgemont Avenue and 5th Avenue, Almeria Road and 3rd Avenue, and Almeria Road and 5th Avenue.  The projects are to be funded completely by the Willo Neighborhood Association, but are located in public right-of-way.  Since the improvements are located in public right-of-way and could impact the nearby properties, Street Transportation staff required a neighborhood petition to measure support for the plan.

 

Street Transportation Department staff developed the petitions, and the Willo Neighborhood Association submitted them on April 15, 2008.  Of the four project areas, the Street Transportation Department determined that consensus was achieved at two of the four locations:  Edgemont Avenue and 3rd Avenue and Edgemont Avenue and 5th Avenue.   Consensus was not achieved for the Almeria Road and 3rd Avenue and Almeria Road and 5th Avenue intersections.

 

OTHER INFORMATION

 

The Willo Neighborhood Association has developed a neighborhood streetscape plan that includes a series of landscaped intersection bump-outs or curb extensions into 3rd and 5th Avenues.  The finished curb extensions will improve the streetscape and provide a measure to calm traffic on 3rd and 5th Avenues.

 

RECOMMENDATION

 

Staff recommends that City Council approve the findings of the Street Transportation Department and approve the Willo Neighborhood Streetscape Plan.

 

This report was approved at the June 5, 2008 Transportation and Infrastructure Subcommittee.
