Neighborhoods can be impacted by land use changes nearby. Sometimes, residents do not realize that changes are on the horizon until construction or other changes begin on a site. Although signs are posted and public meetings are advertised, they might not be obvious to the casual observer. That is why I, along with some of my colleagues, have put some measures in place to better inform neighbors about the changes that could impact their homes and neighborhoods.
Earlier this summer, the Neighborhood Revitalization, Housing and Historic Preservation City Council Subcommittee updated the variance and use permit notification process for a six-month interim period. In November of this year, we will review its effectiveness and determine if other changes are necessary.
Several important changes have been established in order to increase residents' awareness of potential zoning adjustment applications near their homes:
- The minimum amount of time that a sign must be posted on the property before heard by the zoning administrator has been extended from five calendar days to 10 business days.
- The notification sign that contains the zoning adjustment and hearing information has been enlarged from
22" by 28" to 22" by 42".
- The applicant requesting the zoning adjustment is required to notify all residents living within 100 feet of the property either by first class mail or a door hanger. The applicant also is required to notify all registered neighborhood associations within 100 feet of the property by first class mail.
With the increased time these larger signs are posted and the more thorough neighborhood notification now required, we hope to increase the public's awareness of possible variances and use permits. As we continue to monitor the process during this six-month trial period, I invite you to provide feedback about these and other issues that are important to our neighborhoods.
